In slave website creation, there is an option to choose site owner with a dropdown. This dropdown never has any options. How is this supposed to work ? From where it fetches the owners data ?

When creating a website from the front-end, in general this is only possible to registered users.
The idea is to keep the reference to the user who created the website to allow filtering the website on this particular owner when we display the list of website created by a particular user (owner of the website).

You potentially have the dropdown because you are the super user.
Otherwise, a normal user should not have that because he can not transfert the website to somebody else.
