For your first question, I suppose it will work as the procedure describe in the link you provide only concern settings in the menu and that the menus are specific to each websites.
I can just suggest you to test it and see the result.
Perhaps you could also publish the result here in the forum for the other people.

Concerning the developement of multi-sites for another open source like SugarCRM, this is not planed. We have other functionalities or compoents that we would like to add to this current JMS
