Since slave sites can install any module/plugin the master site has installed i was wondering if there was a way to restrict the ability to install certain modules/plugins on slave sites, particularly other instances of multisites. Any ideas?

No there is no possibilty to exclude the installation of existing extensions.
Concerning Jms MUltisites, it is required to have "Super Administrator" permission to have the access. An "Administrator" can not access Jms Multisite.
