With your system, can a site be extracted or separated from the JMS system to stand on it's own?

We have 150 + sites currently.. can they be imported into the system? Or is rebuild required?

Yes it is possible to convert a slave site under JMS into a standalone website.
You will have to backup the master website and restore it somewhere.
After that you will have to uninstall JMS and replace the DB connection with your slave site DB.

No there is no Import system to import automatically your website as slave sites.
If you want to do that, you will have to do it manually.

Exact.
You have to backup and restore the master to get the PHP
And after switch the DB connection and perhaps re-use the specific files.
