I confirmed that there is an issue with JMS under J3.9.
We are working on it.

We expect publish an update this Week-End

A new JMS 1.3.75 is released for the compatibility with J3.9.x

As usual, install the JMS update on your current joomla before proceeding to the update or upgrade of your Joomla
