I am using webmin. I did not receive any errors when creating the sub site. I am the database administrator and have set privileges to "all"

The administrator has disabled public write access.

Here is the solution for everybody to see. Create your databases...all that you will need (or 10 at a time) and add your user to each database with all privileges. Then contact your support and request that they add all the privileges for "View" to every database that has this user. They can usually have it done within an hour. This is the key to most issues.
